The challenge:

Create the conditions under which data-producing citizens can make informed decisions about the data they share.

A co-design dynamics was carried out with the participants to decide the conditions under which the environmental quality data would be shared.

The process:

We live in a full data explosion. Digital records and the increasing use of smartphones and portable devices mean that the amount of data grows by orders of magnitude. Although they may seem harmless, a series of numbers without apparent meaning, data can include information about private aspects of our lives, exposing us to various risks, such as being discriminated or manipulated. How can citizens who produce data make informed decisions about the conditions under which they share it? How can they participate in the design of tools that allow them to control their data?


The DECODE project, which acts in response to people's concerns about the loss of control over their personal information on the Internet, commissioned Ideas For Change to design and implement its IoT pilot: Barcelona Citizen Science Data Governance. This pilot explored, by collecting environmental data through sensors, how it is possible to build a data-centric digital economy in which the data generated and collected by both citizens and the Internet of Things ( IoT) and sensor networks, are available for wider community use, and have adequate privacy protections.

The Citizen Science Data Governance DECODE pilot engagement strategy used co-creation methods to increase the sense of belonging among project participants, drive sustained engagement, and ensure that the tools and processes designed within the project address the needs and priorities of the people who will use them.
